Regular Meeting of Council

THAT the Regular Meeting of Council Agenda dated April 7th, 2026, be approved as amended to: move items 8(a) Alto Roundtable Summary Report, (c) E-Mail and Letter from Valerie Chiasson, (d) E-Mail from Ron Richardson, (e) Lanark County Council Media Release dated March 26th, and (l) Ontario Energy Board - Notice of a Hearing from "Information" to "Action"; and add Lanark County Media Release dated April 2nd, 2026 re: OVRT Maintenance as "Information".

THAT the presentation by Regan Lee, regarding his proposal for development on Wilson Road, be accepted as information.

THAT Council provide direction to Staff to submit the attached Matheson & Rosedale Subdivision Report dated April 7th, 2026, which recommends conditional draft approval, to the County of Lanark.

THAT Council direct Staff to included Option(s) 1, 2 and 3 in the presentation at the Roads Open House to receive feedback via survey and question period on April 20th, 2026; Page 2 of 7 AND THAT Council direct Staff to post the presentation, draft policy and other documentation that will be presented immediately for public review and comment preparation for April 20th, 2026; AND FURTHER THAT Council direct Staff to create a survey to post publicly for feedback and further discussion of Council prior to approving a policy.

THAT Council accept this report as information only.

THAT Council approve the 2026 Tax Rate Report presented this date as information; AND FURTHER THAT Council approve the by-law presented this date for the passing of the 2026 Tax Rate.

THAT Council approve Option 1 presented this date in relation to the repair vs. replacement of the mini split system at Rosedale Hall.

THAT Council accept the minutes of the Merrickville Public Library Board Meeting of February 24th, 2026, as information.

THAT Council accept the minutes of the Smiths Falls Public Library Board Meeting of March 24th, 2026, as information.

THAT By-law 4208-2026, being a by-law to establish and impose tax rates for the purpose of raising the general municipal, county and education levies for the year 2026, be read a first, second & third time & passed, signed & sealed this 7th day of April, 2026.

THAT Council direct Staff to prepare a recommendation report to be brought to the second Committee of the Whole Meeting in May for discussion.

THAT Council not waive the $1,000.00 fine for demolishing a building without a permit, related to the owner's demolition of a garage at 19 Lila Street.

THAT Council authorize Reeve Jennings to sign the amended letter to Prime Minister Carney, prepared by the Township of Rideau Lakes, in opposition to the Alto High- Speed Rail project.

THAT Council receive the Alto Roundtable Summary Report, as discussed this date, as information.
